The recognition process will cover institutions seeking to introduce or continue programs through online and distance learning modes, subject to compliance with UGC regulations and eligibility criteria.

The UGC has invited applications from eligible higher education institutions seeking recognition to offer programs through Open and Distance Learning (ODL) and online modes from the January-February 2027 academic session onward.
According to a notice issued on Aug 31, institutions can apply between Sept 1 and Sept 15, 2026, through the University Grants Commission Distance Education Bureau (DEB) portal.

After submitting the online application, institutions must send the original affidavit and required annexures in hard copy. The documents must reach the Joint Secretary, Distance Education Bureau, UGC, at the Commission's New Delhi office by Sept 25, 2026.
The UGC clarified that submitting an application does not automatically grant recognition to an institution. Each application will be assessed to determine whether the institution meets the requirements prescribed under the Commission's regulations for ODL and online programs.
The Commission said the application window remains open throughout the year for institutions eligible to offer online programs and Category-I institutions eligible to offer ODL programs.
Institutions planning to introduce or continue online or distance education programs from the January-February 2027 academic session onward have been advised to complete the application process within the specified deadlines.
The UGC has also asked institutions to refer to the Distance Education Bureau website for details regarding the application fee and other updates related to the recognition process.
The notice was issued by UGC Secretary Sudeep Singh Jain on Aug 31, 2026.
