The Election Commission of India (ECI) has updated the EVM ballot paper standards as per Rule 49B of the Conduct of Election Rules, 1961

Starting with the Bihar Assembly elections, ballot papers will feature color images of candidates, larger serial numbers, and a redesigned layout for better clarity.

What Is It?
An updated directive for ballot papers used in Electronic Voting Machines (EVM).
Requires the use of colour for candidate photographs on ballots for the first time to improve voter recognition and visibility.
Objective of the Reform
Enhance understanding, openness, and the experience of voters.
Minimize voter confusion in districts with several candidates sharing similar names/symbols.
Enhance the principles of free and fair elections by improving ballot paper design.
Procedure & Administration:
Regulated by Rule 49B, Conduct of Election Rules, 1961 (designing and printing of ballot papers).
Chief Electoral Officers (CEOs) of every State/UT have been instructed to adopt the updated format.
Printing must be conducted at government or semi-government facilities, with private presses utilized only when there’s insufficient capacity — adhering to strict safety protocols.
Main Attributes:
Colour Photographs: The candidate's face occupies 75% of the designated area for clear identification.
International Numerals: Candidate/NOTA serial numbers displayed in bold (size 30).
Improved Paper Standard: Pink paper for Assembly elections featuring designated RGB values.
Standardization of Layout:
A maximum of 15 candidates per sheet, with NOTA positioned after the final candidate.
If there are less than 16 candidates, the extra space will remain empty.
Consistent Typeface: Names displayed in the same bold font for clarity.
Importance:
Voter-Friendly: Assists first-time voters, seniors, and visually impaired individuals in quickly identifying candidates.
Clarity Enhancement: Minimizes potential for impersonation/misunderstanding in candidate identity.
