The Bureau of Energy Efficiency (BEE) published the State Energy Efficiency Index (SEEI) 2024 on 29 August 2025

What is it?
Definition: A composite index for monitoring and comparing the advancements in energy efficiency across Indian states and Union Territories.

Created by: Bureau of Energy Efficiency (BEE) in partnership with the Alliance for an Energy Efficient Economy (AEEE).
Initially Launched: 2018, with SEEI 2024 representing the sixth iteration.
Objective:
Encourage monitoring of energy efficiency based on data.
Foster beneficial rivalry and creative policy development between states.
Coordinate state initiatives with India's goal of achieving net-zero emissions by 2070.
SEEI 2024 Main Insights
Coverage: Evaluated 36 States/UTs for FY 2023–24 using 66 metrics.
Sectors Included: Construction, Manufacturing, Transportation, Farming, Distribution Companies, City Services, Multi-sector projects.

Leaders (>60%)
High performers (50–60%)
Competitors (30–50%)
Candidates (<30%)
Best Achievers:
Maharashtra (>15 MToE category)
Andhra Pradesh (5–15 MToE category)

Sectoral Advancement:
24 states reported on the Energy Conservation Building Code (ECBC) 2017.
Electric mobility policies were adopted by 31 states.
Thirteen states encouraged the use of solar agricultural pumps, with Kerala at the forefront at 74% adoption.
All 36 States/UTs developed State Energy Efficiency Action Plans (SEEAPs).
Regarding the Bureau of Energy Efficiency (BEE)
Founded: March 2002 in accordance with the Energy Conservation Act of 2001.
Nodal Ministry: Ministry of Electricity, Government of India.
Goal: Encourage energy-saving practices and efficiency in various sectors.
Essential Roles:
Execute Star Rating scheme for devices.
Create guidelines, standards, and construction rules for energy saving.
Directs states via the State Energy Efficiency Index and strategic plans.
Aid India in fulfilling its climate objectives and energy transformation
