The government is working on revising IT rules to create a unified regulatory structure for digital news platforms, OTT services, and online content amid calls for tighter oversight.

The Centre is considering a comprehensive overhaul of existing Information Technology (IT) rules to bring the entire digital news ecosystem under a single regulatory framework, according to sources.
The proposed changes aim to unify regulations governing digital news publishers, social media platforms, and over-the-top (OTT) streaming services. At present, these sectors are regulated through a combination of IT rules and separate guidelines, leading to a fragmented oversight structure.

Sources said the government is exploring a system that would consolidate these regulations into one framework, with the objective of ensuring consistency in compliance requirements across platforms. The move is also intended to address concerns around accountability and content regulation in the rapidly expanding digital space.
Under the current system, digital news publishers and OTT platforms are governed by the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021. These rules mandate a three-tier grievance redressal mechanism and set out a code of ethics for publishers.
The proposed overhaul is expected to revisit these provisions and may introduce updated compliance norms. Officials are examining ways to streamline the grievance redressal process and strengthen oversight mechanisms.
The development comes amid ongoing discussions within the government on regulating digital media more effectively, particularly as online platforms continue to grow in reach and influence. Sources indicated that the aim is not only to tighten regulation but also to remove overlaps and ambiguities in the current system.
The framework under consideration is likely to cover a wide range of entities, including independent digital news platforms, large media organisations with online presence, and streaming platforms offering curated content.
While no official draft has been released, consultations are expected to take place with stakeholders before any final decision is made. Industry bodies and digital publishers are likely to be involved in discussions around compliance, editorial independence, and operational feasibility.
The move has also raised questions about potential implications for press freedom and regulatory overreach. However, officials have maintained that the objective is to create a balanced framework that ensures accountability without restricting legitimate journalistic activity.
There has been no official timeline announced for the rollout of the revised rules. The proposal remains under consideration, and further details are expected once the government finalises its approach.
