Strengthening cybersecurity literacy and preventive frameworks

The Ministry of Home Affairs (MHA) has unveiled a National Cyber Crime Awareness Strategy aimed at strengthening cybersecurity literacy and enhancing preventive mechanisms against the growing threat of cyber frauds and online crimes in India. The initiative reflects the government’s focus on addressing emerging internal security challenges in an increasingly digital economy.
The strategy places strong emphasis on awareness and capacity-building across key stakeholder groups, including educational institutions, industry, government departments and the general public. Recognising that lack of digital literacy and awareness is a major vulnerability, the initiative seeks to promote safe online behaviour and early detection of cyber threats.

Under the strategy, cybersecurity modules will be integrated into school and college curricula, along with targeted awareness campaigns for students, teachers and parents. Special focus will be placed on emerging risks such as phishing, identity theft, financial frauds, cyberbullying and misuse of social media platforms. For industry and public sector entities, the strategy encourages regular cyber hygiene training, risk assessments and adoption of best practices.
The initiative also aims to strengthen coordination between law enforcement agencies, cyber forensic units and technical institutions. It builds upon existing mechanisms such as the Indian Cyber Crime Coordination Centre (I4C) and the National Cyber Crime Reporting Portal, enhancing their outreach and effectiveness through greater public participation.
From a governance perspective, the strategy underscores the importance of preventive cybersecurity alongside enforcement. By empowering citizens with knowledge and tools to protect themselves online, the government seeks to reduce the burden on investigative agencies and improve overall cyber resilience.
Experts have welcomed the move, noting that awareness-driven approaches are critical to tackling cybercrime in a digitally connected society. They emphasise that sustained implementation, regular updating of content and collaboration with the private sector will be key to success.
Overall, the National Cyber Crime Awareness Strategy represents a proactive step towards building a secure, informed and resilient digital ecosystem, supporting India’s broader goals under Digital India and strengthening internal security in the cyber domain.
