What does President's Rule mean?

President’s Rule denotes direct central authority in a state under Article 356 of the Constitution when the constitutional system collapses or the elected government is unable to operate according to constitutional standards.
Article 356: Empowers the President to take charge of a state's administration based on the Governor's report or other means.
Article 365: Backs Article 356 when a State does not adhere to the directives of the Union Government.
In what manner is it enforced?
A declaration is made by the President.
Needs to be approved by both Houses of Parliament within 2 months with a simple majority.
Once authorized, the regulation stays in effect for 6 months, extendable up to 3 years in six-month intervals with Parliamentary consent.
Conditions for Renewal:
Ongoing disintegration of constitutional frameworks.
Consent from both Lok Sabha and Rajya Sabha every six months.
For extensions exceeding 1-year, either a National Emergency must be declared, or the Election Commission must verify the inability to conduct elections.
Process for Cancellation:
Can be withdrawn at any moment by the President.
Typically reserved when a new administration is chosen or a functional legislative majority is established.
Consequences of Presidential Authority:
Governance transitions to the Centre, managed by the Governor in representation of the President.
The State Assembly might remain in suspended animation or be dissolved.
Frequently applied in situations of violent turmoil, political impasse, or majority breakdown.
Judicial scrutiny following the S.R. Bommai Case (1994) guarantees it won't be exploited for political purposes
