The Zakir Husain Centre for Educational Studies (ZHCES), housed within the School of Social Sciences at Jawaharlal Nehru University, is set to host an enlightening seminar on the intricate relationship between American federalism and school education policy. Titled "American Federalism and School Education Policy: Sharing Responsibility and Power to Meet Today’s Challenges," the seminar will feature esteemed guest speaker Prof. John Portz from the Department of Political Science at Northeastern University, Boston, USA.
In his presentation, Prof. Portz will delve into the complex landscape of education policy in the United States, examining the roles played by the national, state, and local levels of government. He will shed light on the dynamics of cooperation and conflict within this intergovernmental framework, particularly concerning issues such as funding adequacy, demographic shifts, school choice, student performance enhancement, and accountability measures.

Drawing from his extensive research and teaching experience, Prof. Portz will offer insights into how the principles of excellence and equity manifest within the American education system, considering the diverse challenges and opportunities presented by its federalist structure.
With his recent publication, "Educational Accountability and American Federalism: Moving Beyond a Test-Based Approach" (Routledge, 2023), Prof. Portz brings valuable expertise to the discussion. Currently serving as a Fulbright-Nehru Distinguished Scholar at Jawaharlal Nehru University, he bridges academic scholarship with practical experience, having previously served as an elected member of his local school board and city council.
