Advancing Cross-Border Fintech Integration and Economic Cooperation

India and the United Arab Emirates (UAE) have signed a Memorandum of Understanding (MoU) to establish interoperability between India’s Unified Payments Interface (UPI) and the UAE’s digital payment systems. This agreement marks a significant step in deepening bilateral economic ties by leveraging digital public infrastructure to facilitate seamless, secure, and cost-effective cross-border transactions.
The MoU aims to enable real-time digital payments for remittances, retail transactions, and business payments between the two countries. Interoperability will allow users to make payments using familiar domestic platforms while transacting across borders, reducing dependence on traditional correspondent banking channels. This is expected to lower transaction costs, improve settlement speed, and enhance transparency in cross-border financial flows.

The initiative is particularly significant given the large Indian diaspora in the UAE, one of the biggest sources of remittances to India. By simplifying remittance processes, the MoU is likely to improve financial inclusion for migrant workers and enhance the efficiency of person-to-person and person-to-merchant payments. It also complements existing arrangements such as the use of the Indian RuPay card network in the UAE.
From a strategic perspective, the agreement reflects growing cooperation in the fintech and digital economy space. It aligns with India’s push to internationalise UPI and promote its digital public infrastructure as a global public good. For the UAE, it supports the country’s vision of becoming a regional fintech hub and strengthens its role as a key economic partner for India in West Asia.
Institutionally, the MoU encourages collaboration between central banks, payment system operators, and fintech firms of both countries, while ensuring compliance with regulatory, cybersecurity, and data protection standards.
Significance
The MoU enhances the efficiency of diaspora remittances, facilitates trade and tourism, and strengthens fintech cooperation. It underscores the role of digital payments in modern diplomacy and contributes to deeper economic integration between India and the UAE.
