PM inaugurates 28th Conference of Speakers and Presiding Officers

India has reinforced its role as a leading democratic voice within the Commonwealth by hosting the 28th Conference of Speakers and Presiding Officers in New Delhi. The conference was inaugurated by the Prime Minister and brought together presiding officers of legislatures from across Commonwealth nations, providing a high-level platform for dialogue on shared democratic challenges and institutional best practices.
The discussions centred on strengthening democratic resilience in an era marked by political polarisation, misinformation, and declining public trust in institutions. Delegates exchanged views on how legislatures can remain robust, inclusive, and responsive while upholding constitutional values. Emphasis was placed on the role of Speakers and Presiding Officers in ensuring orderly debate, protecting minority voices, and maintaining the neutrality and dignity of parliamentary proceedings.

Another key theme was legislative transparency and accountability. Participants deliberated on mechanisms to improve public access to parliamentary processes, including open data initiatives, citizen engagement models, and clearer legislative procedures. The objective was to enhance trust between citizens and their elected representatives by making law-making more accessible and understandable.
The conference also highlighted the growing importance of digital parliamentary tools. With many legislatures adopting technology-driven solutions, discussions explored the use of artificial intelligence, e-parliament platforms, and secure digital systems to improve efficiency, record-keeping, and participation. Lessons from the pandemic-era shift to hybrid sittings and virtual committee meetings were shared, with a focus on balancing technological innovation with procedural integrity.
By hosting the conference, India showcased its parliamentary traditions and institutional experience while projecting soft power through democratic leadership. The event underscored India’s commitment to promoting democratic governance norms within the Commonwealth and fostering cooperation among legislatures. Overall, the conference served as a forum for collective reflection on the future of parliamentary democracy and reinforced India’s position as a key convener in global democratic discourse.
