The expanded programme will train more than 2.57 lakh youths annually in emerging fields such as artificial intelligence, drone technology, solar energy, digital marketing and entrepreneurship, with the government targeting 6,436 direct employment opportunities.

The Bihar government has taken a major step towards equipping young people with skills suited to emerging employment opportunities by extending the Kushal Yuva Karyakram (Skilled Youth Programme) under Saat Nischay‑3 (Seven Resolves‑3).
The programme, which was initially planned for the 2026–27 period, will now continue through 2030. An outlay of Rs 430.08 crore has been approved for the initiative.

Under the expanded programme, young people will receive training in modern and employment‑oriented fields, including artificial intelligence, drone technology, solar energy, networking, digital marketing, banking, Tally, foreign languages and entrepreneurship.
Chief Minister Samrat Choudhary announced the decision on X, stating that the programme is expected to directly create 6,436 employment opportunities and provide training to more than 2.57 lakh youths every year.
The government has also approved the strengthening and continuation of the Bihar Student Credit Card Scheme for another five years, covering the period from 2026 to 2031. An expenditure of Rs 950 crore has been sanctioned for the 2026–27 financial year under the scheme, reaffirming the government’s focus on providing financial support to students pursuing higher education.
According to figures shared by the Chief Minister, more than 4.81 lakh applications have been approved under the scheme so far. At the same time, financial assistance of approximately Rs 8,865 crore has been provided to more than 4.15 lakh students.
The Bihar government has also announced additional financial assistance for residential consumers under the Pradhan Mantri Surya Ghar Muft Bijli Yojana. In addition to the Central Government’s support, the state will provide Rs 10,000 per kilowatt, subject to a maximum of Rs 20,000 per household. An estimated expenditure of Rs 1,000 crore has been approved for the state component over one year.
The additional assistance is aimed at encouraging households to install rooftop solar systems, reduce electricity expenditure and promote renewable energy.
