Eligible applicants seeking HSLC, AHM, and Higher Secondary records can submit online applications through ASSEB portals, with the special facility available only for recent flood victims.

The Assam State School Education Board (ASSEB) has introduced a special relief measure allowing students who lost their academic records in the recent floods to obtain duplicate educational documents free of cost.
The initiative follows an announcement by Chief Minister Himanta Biswa Sarma, who said the state has waived both the application fee and the requirement to file a police complaint for flood-affected students seeking duplicate certificates.

Sharing the update on X, Sarma said the notification had been issued for the free issuance of duplicate admit cards, marksheets, and other educational documents.
He added that students would only need to submit a self-declaration confirming the loss of documents due to the floods.
The relief applies to students from four flood-affected districts: Charaideo, Sivasagar, Jorhat, and Golaghat. The state government said the measure is intended to help students continue their education without disruption after losing essential academic records in the natural disaster.
According to the ASSEB notification, students requiring duplicate High School Leaving Certificate (HSLC), Assam High Madrassa (AHM), and other Class 10-related documents can apply through the board's online services portal.
Those seeking duplicate Higher Secondary (HS) documents must submit their applications through the official ASSEB Higher Secondary portal.
To simplify the process, the board has relaxed documentation requirements for eligible applicants. Instead of submitting a police complaint for lost documents, students only need to upload a self-declaration stating that their original certificates were lost or damaged in the floods.
The board said the temporary measure is exclusively for students affected by the recent floods.
Academic documents such as marksheets, admit cards, pass certificates, and registration certificates are required for higher education admissions, scholarship applications, and recruitment processes.
By removing both the application fee and the police report requirement, the government aims to reduce financial and administrative hurdles for affected students.
