Transforming Governance Through Scalable and Inclusive Digital Platforms

India has achieved a major milestone in the adoption of Digital Public Infrastructure (DPI), with platforms such as Aadhaar, Unified Payments Interface (UPI), and DigiLocker witnessing unprecedented scale and integration across sectors. DPI has emerged as a foundational layer for digital governance, enabling seamless service delivery in health, education, finance, and welfare administration.
Aadhaar has played a critical role in digital identity and authentication, facilitating direct benefit transfers (DBT) and reducing leakages in welfare schemes. Its integration with banking and mobile platforms has improved targeting and inclusion, particularly for marginalised populations. DigiLocker has strengthened paperless governance by enabling secure storage and verification of digital documents, reducing administrative delays and transaction costs.

UPI has transformed the digital payments ecosystem, enabling real-time, low-cost transactions for individuals, businesses, and government services. Its widespread adoption has boosted financial inclusion, encouraged formalisation of the economy, and supported small merchants and MSMEs. Cross-sectoral integration of UPI in education fees, healthcare payments, and public utilities has further expanded its utility.
The success of India’s DPI model lies in its open, interoperable, and scalable architecture. Built on open standards and supported by public–private collaboration, DPI has enabled innovation by start-ups and fintech firms while maintaining public oversight. The approach has also enhanced data-driven policymaking and improved accountability in governance.
Internationally, India’s DPI model has gained recognition as a global public good, with several countries seeking to adopt or adapt similar frameworks. It aligns with India’s broader digital governance vision and supports inclusive economic growth.

Record adoption of Digital Public Infrastructure has improved efficiency, transparency, and trust in governance. By strengthening financial inclusion and service delivery, DPI has become a key enabler of inclusive development and digital transformation in India.
