Strengthening Teacher Capacity for Holistic and Competency-Based Education

The Ministry of Education has launched a revised teacher training framework in line with the objectives of the National Education Policy (NEP) 2020. The framework aims to transform teacher preparation and professional development by focusing on continuous learning, digital integration, and competency-based pedagogical practices to improve overall education quality.
A central feature of the framework is continuous professional development (CPD). Moving away from one-time training models, the framework mandates regular upskilling of teachers through modular courses, workshops, and mentoring programmes. Teachers are encouraged to engage in lifelong learning to remain updated with evolving curricula, pedagogical innovations, and assessment methods.

The framework places strong emphasis on digital pedagogy and technology-enabled teaching. Teachers are to be trained in the effective use of digital tools, online and blended learning platforms, and educational technologies to enhance classroom engagement and learning outcomes. This is particularly relevant in the context of expanding digital education initiatives and the increasing role of technology in school and higher education.
Another key component is the shift towards competency-based learning and assessment. Teachers are trained to focus on conceptual understanding, critical thinking, problem-solving, and experiential learning rather than rote memorisation. The framework aligns teacher training with curriculum reforms under NEP 2020, including interdisciplinary learning, formative assessment, and student-centric teaching methods.
The framework also stresses institutional accountability and quality assurance. Teacher Education Institutions (TEIs) are expected to meet defined standards, adopt outcome-based training, and undergo regular evaluation. Collaboration with higher education institutions and use of national digital platforms are encouraged to ensure scale and consistency.
Significance
The new teacher training framework strengthens the foundation of education reform under NEP 2020. By enhancing teacher capacity, promoting modern pedagogy, and ensuring continuous professional growth, it contributes to improved learning outcomes and a more resilient and future-ready education system.
