Advancing R&D, Skill Development, and Supply Chain Resilience

India and South Korea have signed a Memorandum of Understanding (MoU) to enhance cooperation in the semiconductor sector, focusing on joint research and development, workforce skill enhancement, and strengthening the resilience of semiconductor supply chains. The collaboration reflects the strategic importance of semiconductors in digital technology, electronics manufacturing, and national security.
Under the MoU, both countries will promote joint R&D initiatives to develop advanced semiconductor fabrication technologies, design capabilities, and innovative materials. This includes knowledge exchange, co-creation of prototypes, and collaborative testing environments to accelerate India’s domestic semiconductor capabilities. South Korea’s global leadership in semiconductor production and innovation provides a valuable complement to India’s ambitions under the Make in India and Atmanirbhar Bharat initiatives.

The agreement also emphasizes skill development and capacity building. Training programs, internships, and joint workshops will enhance the technical expertise of engineers, researchers, and technicians in India, preparing a workforce capable of sustaining high-tech manufacturing and design activities.
Another focus area is supply chain resilience. The collaboration seeks to diversify sources of raw materials, equipment, and components, reducing India’s dependence on imports and mitigating vulnerabilities in the semiconductor ecosystem. Enhanced collaboration will also support the establishment of semiconductor manufacturing hubs, testing facilities, and innovation clusters in India.
Strategically, the partnership strengthens tech diplomacy by deepening India–South Korea bilateral ties, aligning with broader regional and global initiatives to secure critical technology supply chains. It complements India’s efforts to become a hub for advanced electronics and semiconductor manufacturing.
Significance
The MoU supports India’s semiconductor ecosystem by promoting R&D, skill development, and supply chain resilience. It reduces import dependency, enhances technological self-reliance, and reinforces India’s strategic and technological partnerships in the global high-tech landscape.
