Integrating Sustainability and Disaster Preparedness in Urban Housing

The Government has revised the guidelines under Pradhan Mantri Awas Yojana (Urban) to incorporate climate-resilient construction standards and disaster-resistant design norms. The updated framework aims to ensure that affordable urban housing is not only accessible but also sustainable and resilient to climate-related risks.
Under the revised norms, housing units constructed under PM-AWAS (Urban) must adhere to climate-sensitive building codes, including improved structural strength, flood-resistant foundations, heat-resilient roofing, and energy-efficient materials. The guidelines encourage the use of eco-friendly construction technologies, rainwater harvesting systems, and natural ventilation to reduce environmental impact and enhance long-term sustainability.

The inclusion of disaster-proof design norms is particularly significant for cities vulnerable to floods, cyclones, earthquakes, and heatwaves. Urban Local Bodies (ULBs) are directed to align housing approvals with the National Building Code and local disaster management plans. Hazard mapping and risk assessments will guide housing location and construction standards.
The revised scheme also promotes green building practices, such as rooftop solar installations and water conservation systems, supporting India’s climate adaptation and mitigation goals. Capacity building of engineers, architects, and contractors is being undertaken to ensure proper implementation of resilient construction practices.
The integration of climate resilience into PM-AWAS aligns with broader national initiatives like the National Disaster Management Plan and India’s Nationally Determined Contributions (NDCs) under the Paris Agreement.

The expansion of PM-AWAS (Urban) with climate-resilient housing norms improves the quality and durability of urban housing while enhancing disaster preparedness. By embedding sustainability and risk reduction into affordable housing policy, the initiative strengthens urban resilience and promotes safe, inclusive city development.
